Article I : General Provisions

- 1.1. Name
- The name of the network shall be “Asian Network of Research Resource Centers” (hereafter referred to as the “ANRRC”).

- 1.2. Goal
- The goal of the ANRRC is to facilitate access to research resources to improve the welfare of Asian peoples by promoting the sciences, technologies, and innovations in Asia.

- 1.3. Principles
- The ANRRC is an Asian International Network of Organizations whose members, in a manner consistent with their respective governmental obligations and legal responsibilities, pledge to:
- Facilitate the use and sharing of research resources and foster cooperation among Asian institutions across national boundaries and barriers.
- Ensure the freedom of academic use and of publications using research resources, in compliance with the Convention on Biological Diversity and the protection of intellectual property rights of the developers, such as Scientists, Institutions, and/or Countries/Regions.
- Work cooperatively to secure access to and utilization of available resources, services, and expertise in all aspects of resource management; including collection, archiving, and distribution of research material.
- Adopt common approaches to ensure efficient, effective, and economical access to research resources and services by research resource centers.
- Commit to cooperative, standardized approaches to the selection, archiving, protection, safe management, and distribution of research resources.
- Establish and practice a common basic standard of operation as regards to quality control and environmental management.
Article Ⅱ : Structure and Governance

- 2.1. Membership
- 2.1.1
- A member must be a non-profit research resource centers, supported by the national government and/or equivalent funding agencies, which has an independent, sustainable operating budget, and dedicated infrastructure and resources. The applicant must share the goal and principles of the ANRRC and also agree to maintain the ANRRC standards of operations, and actively participate in ANRRC activities.
- 2.1.2
- Application for membership of the ANRRC should be on a form available from the ANRRC Home Page and sent to the Secretary of the ANRRC. Admission to the ANRRC should be recommended by an Executive Board member of the same country and is approved by a two-third majority of Executive Board members.
- 2.1.3
- Member may use its connection with the ANRRC to further its own interests, provided such use is not against common goals and interest of the ANRRC.
- 2.1.4
- Change of membership
Elimination of a member organization will be effected by the Executive Board. - When a member organization does not follow the guidelines or regulations of the ANRRC.
- When a member organization does not participate in the ANRRC meeting for two consecutive years.
- When the member does not respond to an ANRRC announcement more than two times a year.

- 2.2. Executive Board
- 2.2.1
- The ANRRC is governed by Executive Board and the Board shall consist of two representatives from Korea, Japan and China and one representative from each member country. The Pre-President, the Director General of Korea National Research Resource Center (KNRRC), Korea, the Director of RIKEN BioResource Center, Japan, and the Director of IMCAS Biological Resource Center, China shall be ex officio members of the board.
- 2.2.2
- The President of the ANRRC chairs the Executive Board and is supported by two Vice-Presidents. The President and Vice-Presidents are responsible for the activities and finances of the ANRRC, with the concurrence of the Executive Board.
- 2.2.3
- The President and Vice-Presidents shall be elected by the Executive Board.
- 2.2.4
- The President shall appoint a Secretary and Treasurer. The Secretary and the Treasurer are members of the Executive Board.

- ANRRC Headquarters will be maintained at the same institution where the President belongs.
- 2.2.6
- Term of ANRRC President is two years. After serving two years, the ex-President shall serve as an Executive Board member. The president cannot be re-elected in consecutive terms.
- 2.2.7
- The term of Board members is two years, which can be renewed.
- 2.2.8
- Each country may recommend one board member, who shall be approved by two third of the existing board members.

- 2.3. Duties of the Executive Board
- 2.2.1
- The Executive Board shall supervise the work of the ANRRC, execute decisions of the General Assembly, approve new board members, and in general promote the objectives of the ANRRC.
- 2.3.2
- The President shall preside at meetings of the General Assembly of the ANRRC and at meetings of the Executive Board.
- Overseeing the ultimate dissolution of the ANRRC
- Supporting committee members’ activities
- 2.3.3
- The Vice-Presidents shall perform the duties and shall exercise the powers of the President during any period of absence or incapacitation of the President.
- 2.3.4
- The Executive Board is additionally responsible for developing strategic and financial plans and, where appropriate, appoint committees to address specific issues.
It is responsible for:
- Considering additions and eliminations of the membership
- Convening a meeting annually
- Establishing committees described below in Article 3 and appointing officers for the committees
- Ensuring that the web site is maintained
- Empowering educational group activities
- Adopting the standards of operation agreed by the committees
- Producing an annual report
- Preparing amendments to this document
- Liaison with governmental, industrial and private funding agencies, as well as academic institutions
- 2.3.5
- Although consensus on all matters will be sought, practice dictates passage of all votes by a two-third majority of respondents, provided a board quorum is present.
Article Ⅲ : Committees (Working Groups)

- 3.1.
- The Executive Board may establish the following committees or any other committees as requested by the General Assembly and, such ad hoc committees as may be necessary for the effective management of the ANRRC affairs:

- 3.2.
- The Executive Board shall determine the terms of reference of each committee unless otherwise defined by the General Assembly.
- 3.3.
- The Executive Board shall have the option of either selecting the chairperson of each committee among committee members or delegating the choice to the committee itself. Other officers, if any, within each committee shall be chosen by the committee from among its members.
Article Ⅳ : Amendment

- 4.1.
- This Charter can be amended by the Executive Board and the amendment must be approved by the General Assembly.
